A Master Criminal Apprehended

The News Journal of Mansfield, Ohio, reports that the local police arrested a woman in front of her children for failure to appear in court on a charge of failure to file a 2001 city income tax form. She had worked one day as a nurse's aide and earned $55 for the year. Total city income tax due: $0.96. Link.

I wonder how much the city spent in issuing a warrant and having the police arrest this woman and book her. My guess is that it ran a lot more than the $0.96 she paid when she subsequently filed her tax return. It used to be a standard, passed down from English common law, there should be some criminal intent before an act is defined as a crime. No such standard even remotely exists today.
